| 摘 要： | ＂联省自治＂是北洋政府时期出现的一种政治思潮,面对当时中国社会军阀割据的严酷现实,主张联治派和反对联治派之间展开了唇枪舌剑的较量,虽然主张联治派从主观目的上来说是希望结束中国的混乱局面,实现民主宪政的改革,但是由于当时的社会历史条件,决定了＂联省自治＂似的美式民主在中国是根本行不通的,归根到底,只能成为巩固军阀政权的工具而已。

| Abstract: | The theory about federated autonomy was advocated by the bourgeois federated autonomy school during the Northern Government Period. The bourgeois federated autonomy school and the against federated autonomy school had to discuss the Chinese fate facing to the severe situation of separatist warlord regimes even though the bourgeois federated autonomy school wanted to finish the confusion and realize the democratic constitutionalism reformation as soon as possible. But the theory about federated autonomy modeled on American democracy couldn＇t be useful in china due to the social historical conditions at that time. In all, it would be the tool by warlords to make their rule more firmly. |
