| 摘 要： | 国家助学贷款制度是在高等教育实行成本补偿的背景下,出于促进教育机会均等的考虑而建立的。国家助学贷款实施十多年来,其政策虽几经变迁,但效果却不尽如人意。在对国家助学贷款政策进行全面梳理的基础上,深入考察政策设计中的现实困境及其背后的价值取向,提出基于＂公平、效率＂的国家助学贷款政策的路径选择。
