| 摘 要： | 教育是阻断贫困代际传递的根本途径.乡村教师作为乡村教育的主力军,在促进乡村教育发展、实现乡村振兴的过程中发挥着关键作用.党的十八大以来我国乡村教师队伍建设的政策呈现出点面结合、标本兼治、因势利导、乘势而上之态.一系列政策持续发力,使得乡村教师"下不去""留不住""教不好"等问题得到了显著改善.与此同时,乡村教师队伍建设中仍存在教师数量结构不合理、工资福利偏低、个人与专业发展受阻以及社会地位不高等突出问题,成为制约乡村教师队伍建设的关键.为此,合理调配编制,落实阶梯化补助和福利保障政策,建立更加合理的职评标准,加强县域培训本土化建设,加强各部门的协同合作,应当是今后一段时间改善乡村教师队伍建设的政策取向.

| Abstract: | Education is the fundamental way to block the intergenerational transmission of poverty.As the main force of rural education,rural teachers play a key role in promoting the development of rural education and realizing the revitalization of rural areas.The policy of the construction of the rural teaching staff in China has shown a state of combining point with area,treating both cause and symptoms,guiding action according to circumstances and taking advantage of the situation since the 18th National Congress of the Communist Party of China.A series of policies continue to work,and the long-standing problems of rural teachers,such as“being unwilling to go down”,“being unwilling to stay”and“poor teaching”,have been well solved.At the same time,there are still some prominent problems in the construction of the rural teaching staff,such as the unreasonable number structure,the low salary and welfare,the obstruction of personal and professional development and the low social status,which become the key restriction to the construction of the rural teaching staff.To this end,the rational allocation of teaching staff,the implementation of stepped subsidy and welfare guarantee policies,the establishment of more reasonable job evaluation standards,strengthening the localization of county training and the cooperation of various departments should be the policy orientation to improve the construction of rural teaching staff in the future. |
