| Abstract: | This article will restate the necessity of the transition of the governmental function in the process of the sports industry, and bases it on the theoretical proposition. Fur thermore it analyzes the phenomenon of "misposition" and "absent position" and discusses the reasons as well. The conditions of the transformed governmental fun ction are argued in the end. |
