| 摘 要： | 构建了财政支出、城市化对城乡泰尔指数影响机理的理论模型,并根据1978～2009年的时序数据,应用SVAR模型对财政支出、城市化、经济增长与城乡泰尔指数之间的动态关系进行计量分析。理论模型和实证结果都表明,在城乡二元经济结构和政府过度追求经济增长的背景下,财政支出对泰尔指数的扩大产生正向冲击,城市化和经济增长对泰尔指数的扩大产生负向冲击。进而提出调整政府财政支出倾向、加速推进城市化进程和更加注重经济发展质量等有关改善城乡收入分配格局的政策建议。

| Abstract: | The paper builds a theoretical model of mechanism of fiscal expenditure and urbanization on Theil index.This paper analyzes the dynamic relations between fiscal expenditure,urbanization,economic growth and Theil index with SVAR model using the time series data from 1978 to 2009 of China.Theoretical model and empirical results show that,based on the urban-rural dualistic economic structure and government pursuit of economic growth,the increasing fiscal expenditure will raise the Theil index;the development of urbanization and development of economic growth have negative impact on Theil index.The policy implications are also discussed in the paper,such as adjusting the tendency of fiscal expenditure,accelerating the process of urbanization,paying attention to the quality of economic development and so on. |
