| 摘 要： | 执政党的权力是人民授予的，同时人民群众也通过社会主义国家的基本政治制度直接行使社会主义公共权力；与执政党的“意志转换”的间接执政方式不同，“意志委托”模式是人民执掌国家权力的主要方式，人民群众既是社会主义执政实践的终极主体，也是社会主义执政实践的直接主体，把人民群众视为社会主义执政实践的客体、或是把执政党与人民群众等同为同一执政主体，混淆两种不同的执政方式的特征，无论在理论上还是在实践上都是偏颇的。

| Abstract: | The power of the governing party is bestowed by people, and people exercise the socialist public power through the basic politic systems. Different from the governing party＇s indirect exercise of the state power by ＂volitional conversion＂, the mode of ＂volitional commission＂ is the main method of people involved in the exercise of the state power. People are the ultimate body of the exercise of the socialist state power, and the direct body of the exercise of the socialist state power as well. It is theoretically and practically partial and biased to neglect the features of the two modes of exercising the state power. |
