| 摘 要： | 现阶段．自然垄断行业的改革一直是我国经济改革的重点和难点。基于所构建的产业组织理论模型．分析我国电信产业市场结构一市场行为一市场绩效（SCP）状况以及政府可以采取的政策等问题．从生产者和消费者不同角度出发．研究完全垄断和寡头垄断两种市场结构下的经济状况，并给出了针对两种市场结构而设计的相关政策建议。对于政府来说．为了实现社会福利最大化、避免公共资源的浪费，应该制定统一的技术标准．可调整电信市场上不同质量产品的税率来影响电信运营商对高低档产品的产出比例，引入外资和民间资本．进而有利于我国电信产业实力的增强和可持续发展。

| Abstract: | At present, the reform of natural monopoly industries has always been the key point and difficult point in the process of economic reform in China. This paper, based on the theoretical model of industrial organization, analyzes SCP of the telecommunication industry and the advisable policies that can be taken by the government. Taking producers as well as consumers into consideration, we analyze the equilibrium in both the monopoly and oligopoly markets, and thus put forward some suggestions with respect to different market structures. |
