| 摘 要： | 农村公共服务体系建设是新农村建设的重要内容和战略任务,是统筹城乡发展、优化农村经济社会结构、提升农村社会公共事业发展质量的必由之路。公共服务体系建设的核心是实现公平与效率,影响公平与效率的关健因素是各参与主体及其角色行为。通过对农村公共服务内涵、特点、构成的阐释以及农村公共服务参与主体的历史演变和角色功能的分析,提出了加快行政改革创新、完善支持政策、健全相关法律、健全农村民主决策机制等实现多元主体参与农村公共服务的措施。 |

| Abstract: | The construction of rural public service system is the important content and strategic task in China＇s new countryside construction, which is also the only way to realize the urban and rural harmonious development, the socio-economic structural optimization and the rural public affairs quality improvement. The core of this construction is to realize the fairness and efficiency. While the key factors of the two mentioned above are affected by the role functions of participants in rural public service. A series of measures such as administrative reform, law improvement, democracy and decision building in villagers are put forward by analyzing the meanings, characteristics, compositions of the rural public service. |
