| 摘 要： | 教育公平是社会公平的重要基础。教育公平有多层次、多角度的含义。开放教育打破了时空限制，为实现教育机会的公平创造了条件。开放的远程教育致力于教育过程的控制，为学习者的学习过程提供服务，为实现教育过程的公平创造条件。开放教育为终身教育打开方便之门，而终身教育有利于扩大教育结果公平。开放教育能成为教育公平的推动力量。
