| 摘 要： | 我国公务员制度从 1993年颁布《公务员暂行条例》以来至今已经有十余年的时间。我国的公务员制度主要是借鉴西方国家的公务员制度而形成的。文章从分析西方公务员制度形成时期的社会经济基础、政治文化基础来探讨其公务员制度的特点。在此基础上,对我国公务员制度的缺陷进行现象的列举和原因分析,最后提出从法治角度完善我国公务员制度的几点思考。

| Abstract: | Based on the western public service system, the Chinese public service system was established following the promulgation of “Temporary Regulation on Public Servants” in 1993. The article analyzes the social economic basis, the political and cultural basis for the formation of the western public service system, thus probing into the features of the western public service system. Based on the above discussion, the article lists the defects in the Chinese public service system and digs into the underlying reasons. Then, the article puts forward some ideas about perfecting our public service system by strengthening legal management. |
