| 摘 要： | 可持续发展是一种新的发展战略,它标志着一种新发展观的确立。可持续发展观认为,衡量一个社会的发展程度不应仅以单一的经济指标的增长为依据,而应当以经济、社会、文化、环境等一系列综合指标以及各个要素之间的协调发展为依据。实施可持续发展战略,必须弄清构成可持续发展战略的各个基本要素,并充分发挥这些基本要素的作用。构成可持续发展战略的基本要素主要有:经济要素、社会因素、资源因素、科技因素、人的因素等。

| Abstract: | Sustainable development is not only a new development strategy but also marks the formation of a new development outlook. Sustainable development outlook holds that evaluating social development of a society should not be only based on single economic growth index but be based on coordinated development between all factors and a series of comprehensive indices regarding economy, society, culture and environment. The department concerned must correctly comprehend each basic factor of sustainable development and give the factors into full play in implementing sustainable development strategy. The basic factors include economic, social, resource factors, scientific and technological factors, human factors and so on. |
