| 摘 要： | 十月革命后，针对俄共（布）党内和苏维埃国家机关中出现的严重官僚主义现象，为确保人民群众当家做主的永久性地位，防止国家公职人员由社会公仆变成社会主人，列宁在对官僚主义现象进行系统、深入研究的基础上，首次阐明了社会主义国家应以法律为武器同官僚主义进行斗争，并提出了一系列反对官僚主义的法律对策。加强立法，使社会主义民主法律化，为反对官僚主义提供法律武器；加强法制教育，提高广大干部群众的法律意识，根除官僚主义的思想基础；严格执法，依法对严重失职的官僚主义者严惩，以儆效尤；完善法律监督机制，从制度上堵塞官僚主义赖以滋生和蔓延的漏洞。

| Abstract: | After the October Revolution,to the serious bureaucracy phenomena appearing in the inner-party and Soviet government office altogether of Russian Communist Party,in order to guarantee the permanent status that the people master one's own affairs,prevent the national civil servant from becoming a social host by the social public servant,on the basis of systemic and further investigation on the bureaucracy phenomena,Lenin expounded for the first time that the socialist state should regard law as weapon to fight against bureaucracy,and put forward a series of legal countermeasure of combating bureaucratism,by adopting the following measures: strengthening legislation,making socialist democracy legal,offering the law weapon for combating bureaucratism,strengthening the legal education,improving the legal consciousness of with the law,warning others against following a bad example,perfecting legal supervision cadres and masses,eliminating the thought foundation of bureaucracy,enforcing the law strictly,punishing severely the bureaucrat neglecting one' s duty seriously in accordance mechanism and stopping up the loophole that bureaucracy depends on breeding and spreading from system. |
