| 摘 要： | 江泽民同志提出“以德治国”的重要思想 ,并把它作为治国方略加以强调。“法治”与“德治”在国家的治理中犹如车之两轮、鸟之两翼。以德治国 ,必须坚持代表先进文化前进方向 ,加强社会主义道德建设 ;必须坚持以经济建设为中心 ,不断提高社会道德水平 ;必须坚持以法律为后盾 ,发挥道德的社会调控功能。

| Abstract: | Comrade Jiang Zemin puts forward the central idea of "governing our country by virtue" and places emphasis on it as a general plan of governing our country. In the governing of our country, ruling by law; and "ruling by virtue" are just like two wheels of a cart and two wings of a bird. To governing our country by virtue, we must maintain the orientation that represents the advanced culture, and reinforce the construction of our socialist virtue; we must keep the economic construction as the central task so as to constantly improve our virtue level; and we must take law as backing and give full play to the social adjusting function. |
