| 摘 要： | 根据创新政策的不同阶段提出一种新的战略性新兴产业演化三阶段划分方式,且以新产品利润和专利产出的效率为主要指标,利用随机前沿分析方法得到效率指标,结合趋势分析方法对产业发展阶段现状进行分析,给出每一阶段与之相匹配的创新政策。并以北京市医药产业和电子信息产业为案例进行阶段分析,提出政策建议。

Study on the three stages division and evaluation of strategic emerging industries development: Based on technical efficiency perspective |

| Abstract: | Innovation policies play an important role in the development of strategic emerging industries, but how to choose the suitable policies to support it is a big difficult. The stage of industrial development and evolution needs to match the corresponding innovation policy. According to the different stages of the innovation policy, this paper put forward a method to divide the process of strategic emerging industries into three stages. Taking the new product profits and the patent output efficiency as the main indicators, using stochastic frontier analysis methods to get the efficiency indicators, and analyzing the present situation of industrial development stage combined with trend analysis method, we can give the matching innovation policy to each stage. Finally, take the pharmaceutical industry and electronic information industry in Beijing as the case to do the stage analysis, and put forward policy advice. |
