| 摘 要： | 我国教育改革的根本取向是建设现代教育制度。现代教育制度是以明晰办学权和所有权的关系为基础的，为此就必须首先确立政府与社会的关系、政府与学校的关系及学校与社会的关系。本文提出现代教育制度基本框架是：确立“大社会、小政府”的教育治理观念；明晰所有权与办学权的关系；建立一种政府与学校之间的平权关系；确立科层制管理原则；建设规范的教育市场。

| Abstract: | It is the ultimate goal of China's education reformation to construct a modern education system. But first of all a clear distinction must be drawn between school's ownership and the right of running school. So the core of modern education system is to set up a new relationship between government and school and society. This article tries to put forward a framework for modern education system, i, e, establishing a new idea of grand society with less government mode, divideng the ownership and the right of management; taking over the school managerial function from government, and constructing a new administrative mode; constructing a normative educational market. |
