| 摘 要： | 素质教育是基础教育的改革方向,但推进素质教育的道路并不平坦。许多教育变革仍然停留在理念和口号上。在我国基础教育阶段实施素质教育是一个复杂的系统工程,考试评价制度尤其是高考制度的改革是其关键因素。它已经成为制约我国基础教育阶段实施素质教育的"瓶颈",因此,必须首先从高考制度改革入手。

| Abstract: | Quality education is the direction of basic - education reform but the progress is not so good. Many educational changes are stuck on ideology and slogan. The implementation of quality education is a complicated systematic project in China' s basic - education stage, and the exam assessment system is a critical factor in the reform, especially the national entrance exam system which has formed a "bottleneck to restrict the implementation of quality education in China' s basic education. So the reform must be initially carried out in the national entrance examsystem. |
