| 摘 要： | 废润滑油再生后是一种宝贵的资源和能源。然而，在对其进行再生时，使废润滑油的资源和能源特性得到最大化利用和环境影响最小的重要措施和前提是，对其实施产业化的生产模式。废润滑油再生资源的产业化问题，属于生态型资源循环发展的研究范畴。它的研究成果，可以在一定程度上缓解我国由于石油类资源短缺导致其在制造业实施可持续发展和人民生活水平进一步提高方面所产生的压力，从而使我国的生态恶化和资源超常规利用两大难题得到一定程度的缓解决。因此，本文就废润滑油目前的回收处理现状、存在的问题及在实现废润滑油再生资源的产业化上所遇到的困难和问题，以重庆市的具体情况为例，进行了相关内容的分析和研究，并提出了相应的解决方法及措施产业化发展对策。

| Abstract: | The regenerated lubricating oil is a kind of valuable resource and energy.The important measure and prerequisite is to industrialize the production of the lubricating oil and maximize the reuse of lubricating oil resources and energy and minimize its environmental impact.The industrialization of the regenerated lubricating oil belongs to category of circulation development of environmental resource.The shortage of the petroleum resource has hindered sustainable development in manufacturing industry and constrained the improvement of the living standards in China.The research findings will help to alleviate these pressures,and the problems of ecological environment deterioration and overexploitation of the resource will be curbed to some degree.This paper give a summary to the current situation of the lubricating oil and the waste lubricating oil's treatment as well as issues arose in the process of industrialization of regenerative resources reuse.Four existing problems have been highlighted,that is,lack of proper recycling system and management rules,inadequate investment,outdated technology,poor policy support and marketing system,and inadequate conjunction with other Industries.Five countermeasures to promote the reuse of waste lubricating oil were suggested,that is,improving the system of relevant laws and regulations,strengthening enforcement of policies,promoting management and supervision,controlling strictly lubricating oil's supply,strengthening the quality control for lubricating oil production,and introducing the competitive marketing mechanism to increase the scale and specialization for the reuse of waste lubricating oil.The technological innovation for reusing waste lubricating oil was also highlighted in this paper. |
