| 摘 要： | 符合当代社会需求的信息数据共享的动因与较完善的法律保障体系，是保证
信息数据共享得以顺利开展的首要前提。欧洲《布加勒斯特宣言》突出了信息共享对社
会发展的重要作用，强调了信息共享符合信息社会的要求，有利于发展民主制度，有利
于维护公民获得信息和知识的权利。美国和欧盟已经建立了较完善的信息共享法律保障
体系。我国需要加强信息数据共享法律保障体系的建设，而保障信息共享的法规体系应
涉及到多领域相关法规体系的建设与完善。

| Abstract: | It is believed in this paper that the preconditions for the promotion of information sharing are the advanced thoughts and the legal system which can better accord with the requirement of the contemprary society.The Bucharest Declaration emphasizes the importance of information sharing for the requirement of information society, the development of democracy and the securing access to information and knowledge. USA and EU have established better legal systems for information sharing. In this paper, the author suggests that China should reinforce its legal system construction for information sharing, which will be of benefit to the further improvement of some laws and regulations in other correlative domains. |
