| 摘 要： | 旅欧以来,曾琦从一个新闻记者的视角,对比中西国防差距,从中国自身的国情出发,考虑到未来可能出现的战争威胁,提出了"飞潜政策"、"军国民教育"和"防日反苏"的国防思想,虽因曾氏本人阶级立场的特珠以及自身认识的局限而略显僵化与滞后,但其中仍不乏可圈可点之处.
