| 摘 要： | 近年来，在世界范围内，教育界和贸易界对WTO的《国际服务贸易总协定》（GATS）的有关问题一直在进行着激烈的争论。在我国学术刊物上也发表了不少讨论文章。将国际国内讨论进行对比，讨论的主题及对问题的认识均存在一定差距。笔者认为，有必要对GATS及其相关问题的国际讨论作更加全面的介绍，以便我国学者对这些问题作更加深入的讨论，为我国政府履行承诺及下一轮谈判提供决策参考，使我国教育工作者和管理者们客观地认识当前高等教育国际化的形势。

| Abstract: | Recently,there has been the debate on some issues of GATS of WTO in worldwide educational circle and trade circle.Many articles about the debate have been published in our academic issues.Comparing the international debate on higher education trade with it in our country,there is much disparity whether in the subjects or in the cognition.It is necessary for us to make a comprehensive introduction to the international debate in order to make the scholars in our country probe into the issues deeply,which can provide the reference for policy decision of our government's performing promise and the next negotiation,and also make the educators and administrators know about the internationalization of higher education objectively. |
