| 摘 要： | 我国非学历继续教育对象及其功能均具有鲜明特征，在国家教育改革发展规划纲要战略目标关照下，非学历继续教育的现实意义就在于直接服务力彰显的教育活力是实现教育现代化的应有之义，是完善终身教育体系不可或缺的，是深度开发人力资源能力的重要路径，其教育地位、内容、质量、办学体制、队伍等将出现多重变化，欲大力发展必须在管理体制、制度建设、激励机制等方面提供保障举措。
