| 摘 要： | 本文讨论了因政府对出租车进行数量控制,导致出租车行业存在经济租金;经济租金的有效分配方式是悉数归于财政,这就是营运牌照的有偿使用。其通行方法是公开招标发放,但在过渡期,公开招标发放是行不通的,长沙市推行的“定向售牌”是一种可供广泛借鉴的方法,不过,因此引出租值测算及定价问题。

| Abstract: | This compisition discusses because of the government limit on taxi amount, there exists economy rent in the taxi industry. The efficient distribute way of economy rent is turning it to the finance, this is the rewardful use of the management license plate. The current way is to invite public bidding, but in this interim, the way above doesn't do. The "directional sale of license plate" Changsha is carrying out is a way which can be used for reference widely, but meanwhile it will cause some problems on the cost of hiring and making a price. |
