| 摘 要： | 舆论是人们对于特定社会现象、事件或问题的集体反映,充斥在网络空间的各个角落,表现出形式多样、规模迥异的特征。良性公共舆论在一定程度上彰显了社会言论自由与民主政治水平,成为制定和实施行政决策的重要依据。基层政府因缺乏对新媒体舆论监控能力,导致由特定社会事件触发的群体性事件、恐慌事件、负面舆论风潮时有发生。以互联网环境下公共舆论触发机制与传播模式为基础,从机构设置、预警体系设计、应急处置、后期恢复四个角度建构起一套系统化、高效性的网络舆情监控系统,从而提高基层政府对网络舆情监控效率和质量。

| Abstract: | Public opinion is a collective reflection of people on specific social phenomena,incidents or problems.It is filled in every corner of cyberspace and shows many characteristics of diverse forms and different scales.To a certain extent,the benign public opinion demonstrates the freedom of speech and the level of democracy in politics and becomes an important basis for making and implementing administrative decisions.Based on the public opinion triggering mechanism and mode of transmission under the Internet environment,a systematic and efficient Internet monitoring system of public opinion will be constructed from the perspectives of institution setting,early warning system design,emergency response and post-recovery,so as to improve the efficiency and quality of network public opinion monitoring. |
