| 摘 要： | 实施民族区域自治法要解决的根本问题是民族发展,民族发展权是我国执政党在民族问题上的基本主张和政策,是我国宪法和法律在民族问题上的基本内容和原则。长期的人治理念和权力行为方式影响了民族区域自治法的实施和民族发展权的落实,成为民族自治地方发展滞后的重要原因之一。因此,必须通过制度创新不断完善我国的法律运行机制,改变依靠权力实施民族区域自治法的传统做法,形成依靠法治来保障和实现民族发展权的运行机制。

| Abstract: | The fundamental issue to be resolved of the implementation of the Regional National Autonomy Law is the national development,right of national development is the basic stand and policies on the issue of the nation of the ruling party in China,is the basic content and principles on the issue of nationality in our national constitution and the law.The concept of long-term ruling of man and the rights behavior have affected the implementation of the law on Regional National Autonomy and national implementation right to develop as to become one of the important causes of the lag of the development of ethnic autonomous areas.Therefore,we must continuously perfect the running system of the law in our country by system innovation,change the traditional way of carrying out national autonomous region depending on power of rights,form a running system depending on law ruling to guarantee and implement national development rights. |
