| 摘 要： | 笔者通过分析草原生态系统的构成要素及其内在的矛盾关系，认为草原生态系统的恢复与重建，不只是一个科学技术问题，更是一个涉及政治、经济、文化、人口等诸多因素的非常严峻的社会问题，是一个系统而复杂的社会工程，其核心问题是人的问题。实现草原生态系统的恢复与重建的关键，在于实现内蒙古产业结构的调整，减少从事草原畜牧业生产的人口压力。

| Abstract: | Through an analysis of the constituents of grassland ecological system and its internal contradictions, the author of this article thinks that the restoration and reconstruction of grassland ecological system is not only a scientific and technological issue but a serious social problem that concerns politics, economy, culture and population, etc. It is a complicated and systematic social project, the core of which is the human factor. The key to the realization of grassland ecological restoration and reconstruction is to realize the adjustment of Inner Mongolian industrial structure and reduce the burden of the population undertaking grassland animal husbandry production. |
