| 摘 要： | 利益主体多元、行政区分割、绩效评估价值与区域性社会一体化的悖论以及多中心体制与合作协调的悖论等使得长三角地区的地方政府竞争呈现出较明显的无序状态,由此导致地方保护主义和市场分割而形成行政区个体,区域性社会突发事件治理资源得不到最优配置。文章分析了长三角区域公共合作关系、区域公共政策协调、区域公共治理合作主体、区域性社会安全构建的社会基础和可行性策略,指出,社会性突发事件治理中长三角地方政府协作机制关键在于区域性社会一体化,区域内的利益冲突应该让位于区域性社会发展大局。

Collaboration Mechanism of Local Governments in Regional Social Incident Management in Yangtze River Delta Area |

| Abstract: | The paradox between multiple interest main bodies, divided administration regions, performance appraisal value and the regional social integration, and the paradox between the multiple center mechanism and cooperation collaboration lead to a remarkable disorder condition in the competition of local governments in Yangtze River delta area. Such a condition contributes to the formation of individual administrative regions which are reflected by the regional protectionism and divided market, thus the resources of local social incident management can not be reasonably collocated. The social bases and feasibility strategy for cooperation relationship, policy collaboration, management collaboration main body, social security construction in the Yangtze River delta area are analyzed. It is proposed that the key in the collaboration mechanism construction of regional social incident management in the Yangtze River delta area is regional social integration, and the interest conflict within a region should give place to the overall situation of the social development of the whole area. |
