| 摘 要： | 当代社会是一个“瞬息万变”的社会，“不确定性”因素增加，对人类的生存和发展提出了严峻挑战。反应和预测，是人们应对“不确定性”的基本策略。反应和预测具有不同的特点，在瞬息万变的情况中，人们做出反应和进行预测都遇到了很大的困难。如何做出有效反应、进行科学预测？是人们适应瞬息万变情况的一个重要问题。

| Abstract: | Reaction and forecast are the basic strategies of people replying on the uncertain problems. Nowadays, people are encountering tremendous difficulties in replying and forecasting un- der the new rapid changing circumstance. The author discusses how to meet the emergency with the scientific forecast and effective reaction in this paper. |
