| 摘 要： | 当前，我国正在开展贯彻和落实科学发展观、建设社会主义和谐社会的伟大实践活动。这一目标的．实现必须依赖于党和政府的有效组织和强力推动。为了实现这一目标．就必须进行行政管理体制改革；而行政管理体制改革的根本之策。就是实现从管理型政府模式向服务型政府模式的转变。因此。建设服务型政府成为当前行政管理体制改革的重中之重，需要根据世情和国情。客观分析构建服务型政府的制度供求因素和制度创新的困境，准确勾勒服务型政府创新特征。以期对这一制度创新过程有一个比较准确的总体判断。

| Abstract: | Nowadays, Scientific development and social harmony are being driven ahead in China. In order to achieve this goal, the Government＇s guidance and effective organization should be promoted. Therefore, according to the world situation as well as China situation, the systems of administration should be reformed from controlling-oriented government model to service-oriented government model to adapt to the current economic and social transformation. This article probes into the supply and demand factors in the construction of China＇s service-oriented government, its implementation difficulties, and its trend with related theories in New Institutional Economies, and, explore a more accurate overall judgment to the innovation process of this system. |
