| 摘 要： | 当前,我国普通高中教育发展面临着诸多问题和挑战,亟需通过法律来解决和推动。然而,在我国的教育法律体系中,唯独在普通高中教育领域尚未有专门的规章制度或政策法规。对普通高中教育进行立法,既是应对目前存在的实际问题和面临的挑战的需要,也是完善我国现代学校教育法制体系建设,迎接21世纪新一轮国际教育竞争的需要。普通高中教育立法应以宪法为依据,遵循前瞻性、发展性、明确性、规范与促进发展相结合、科学与民主相结合等原则。
