| 摘 要： | 关于科研不端行为的监管问题，除了美国国会与司法部门的相应对策、联邦政府与非政府各部门的顶层监管以及卫生部ORI等专门监管机制以外，还存在一个基层监管机制。这具体由大学、研究机构和医院等基层组织的相关机制构成。这种基层监管机制在整个美国科研不端行为监管机制中居于基层地位并起着基础支撑和具体执行作用。
