| 摘 要： | 人们在研究“大跃进”发动的原因时，往往忽视了两个方面的问题，一是党在制定方针政策之前个人和基层对中央的影响，二是运动中个人、集体和国家在其中的互动关系。个人和基层单位应该看到自己在整个社会政治、经济生活中的地位、作用和责任，吸取“大跃进”运动的经验教训，避免发生经济建设的失误，共同努力把我国的现代化事业建设好。
