| 摘 要： | 正确处理中央政府和地方政府的关系，直接关系到国家的安定团结。建国以来，中央与地方关系一直处于动态演进的过程中，改革开放以后，国家对中央与地方政府的关系进行了调整，推进了中国经济与政治体制的改革并取得了显著成效，尽管如此，。中央与地方关系因历史惯性及其复杂性不可避免地出现了诸如集权与分权之争、事权与财力之争、中央与地方之争等问题的矛盾。解决这些矛盾就需要进一步推进经济与政治体制改革，包括转变政府职能、改善中央和地方政府的关系。

| Abstract: | Handling the central government and local government relations correctly,is related to the stability and unity of our country.Since the founding of the national,central-local relationship is always in the process of dynamic evolution.After reform and opening up,the state central and local relations corresponding adjustment to China＇s economic and political reform,and significant results.Nevertheless,the central-local relationship due to historical inertia and the complexity of the emergence of disputes,such as centralization and decentralization,powers and financial disputes,disputes and other central and local conflicts to resolve these contradictions need to further promote the economic and political system reform,and explore,including the transformation of government functions,improve the relationship between central and local governments. |
