| 摘 要： | 在对我国高新技术产业发展状况调查的基础上，运用系统论的方法，系统地分析了影响高新技术产业发展的环境。从宏观的外部环境到微观的内部环境，归纳总结了１２条影响因素，并重点分析了政策环境、投资环境及创新环境对高新技术产业发展的影响，提出了相应的对策。

| Abstract: | Based on the investigation of development status of high-new technology industry in our country, this article analyzes the inner and outer environment influencing the development of high-new technology industry by using the systematic method, summerizes 12 influencing factors from the macro-outer environment and the micro-inner one, analyzes the effect of political, investment and innovation environment on the development of high-new technology industry and provides the suitable policy. |
