摘    要:以我国卫星导航产业作为研究对象,运用相对技术优势指标、技术增长率指标、帕累托位序规模系数的OLS回归分析等静、动态相结合的多维测量方法,系统研究细分技术领域的创新发展特点及发展机会,揭示卫星导航产业专利丛林现象的客观现状。结果表明我国卫星导航产业部分技术领域创新优势明显,但基础技术研究仍显不足,同时产业专利丛林的外部表征开始出现。文章从以基础技术为核心的知识产权战略引导、实施专利集中战略聚集研发实力、调整创新激励政策平衡保护创新与专利丛林的博弈等方面提出发展对策。

Research on Technology Innovation Trend and Development Countermeasures of Satellite Navigation Industry: Muti-dimensional Measurement Based on Patent Intelligence
Abstract:Based on the satellite navigation industry in China as the research object,using the relative technical superiority index,technical growth rate index,pareto order scale coefficient of OLS regression analysis of the static and dynamic combination of multidimensional measurement method,system research subdivision technology characteristics and development opportunities in the field of innovation and development,to reveal the objective situation of satellite navigation industry patent jungle phenomenon.The results show that China’s satellite navigation industry has obvious innovation advantages in some technology fields,but the basic technology research is still insufficient,and the external representation of the industry patent jungle begins to appear.This paper puts forward development countermeasures from the aspects of the strategic guidance of intellectual property rights based on basic technology,the implementation of patent concentration strategy to gather research and development strength,and the adjustment of innovation incentive policies to balance the game between protection of innovation and patent jungle.
