| 摘 要： | 人民群众是历史的创造者和社会的主人，这是马克思主义唯物史观的基本原理。在唯物史观的基础上。马克思主义经典作家们都提出了各具特色但本质一致的政府服务观。他们的政府服务观成为政府服务，或者更具体地讲，社会主义国家政府服务的重要的理论基础。
