| 摘 要： | 建设和谐社会，促进社会结构调整与政府职能转变具有内在联系和互动发展的规律，社会结构变迁是政府职能转变的根本动因，而政府职能转变是建设和谐社会的动力性资源。因此，实现从全能政府向有限政府、管制政府向服务政府、权力政府向责任政府、人治政府向法治政府的转变，对于建设和谐社会具有十分重要的现实意义。

| Abstract: | Constructing harmonious society,promoting social structure adjustment and transforming the government's function have the law of internal relations and interactive development.Change of the social structure is the key motive force of transforming the goverment's function,and transformation of the government's function is the motive resource of constructing harmonious society.Therefore,it has practical and immediate significance for constructing harmonious society to realize the transformation of the government from all-round government to limited government,from controlling government to service government,from the government ruled by man to the government ruled by law. |
