| 摘 要： | 高校中层领导干部是学校各项事业建设和发展的重要力量,做好中层干部换届工作有利于优化干部结构,提升干部素质,是实现高校又好又快发展的重要保证.做好高校中层干部换届工作,要严格遵循<党政干部选拔任用工作条例>等文件规定,同时按照党的十七届四中全会提出的关于加强党的执政能力建设要求,不断深化干部人事制度改革,探索充满活力的选人用人机制.在高校中层干部换届过程中,可以通过实行"四坚持"、"四公开"、"四差额"、"四创新"的"四四机制",来推进学校中层干部换届,从而达到尊重广大群众对干部选拔任用的知情权、参与权、选择权和监督权,营造公开、平等、竞争、择优的用人环境.
