| 摘 要： | 我国烟草行业近二十年由于进行了管制型的行政垄断,产生了巨大的地区利益,但由于模糊的产权关系以及专卖地位导致烟草行业改革并未出现实质性、制度性的进展和重大突破,并且在一定程度上限制了烟草行业的快速发展.文章主要从资产监督和母子公司体制两个方面来理顺产权关系,建立现代产权制度.
