| 摘 要： | 中国新闻发言人制度发展中存在三大问题。即发言人制度的法律保障监督体系;新闻发言人是信息公开还是言论垄断;新闻发言人的素质、选拔和培训。通过对美国发言人制度的对比研究和传播学理论意义的探讨,中国新闻发言人制度的发展更应引起人们的关注和思考。
