| 摘 要： | 党风廉政建设和反腐败斗争 ,概括起来 ,一是要抓风气问题 ,二是要惩治腐败分子。惩治腐败分子 ,属于“法治”范畴 ;抓风气 ,属于“德治”范畴。党风廉政建设和反腐败斗争 ,要构筑思想道德和党纪国法两道防线。构筑党纪国法防线是就“法治”而言的 ,构筑思想道德防线是就“德治”而言的。因此 ,在党风廉政建设和反腐败斗争中 ,必须始终把法制建设和道德建设紧密结合起来 ,把法治与德治紧密结合起来
