| 摘 要： | 通过对防汛抗旱会商系统关键技术的深入分析和研究,给出解决问题的方法和手段,在系统的研发过程中取得了良好的应用效果.研究结果表明:建立黑龙江省防汛抗旱会商系统,对于提高防汛抗旱会商效率,减轻洪灾、旱灾损失,促进黑龙江省水利信息化建设具有重要意义.

| Abstract: | Flood-control and drought-resisting consultation system is very important for Heilongjiang province to improve its efficiency of flood control,to reduce its disaster loss and to promote its modernization level of water conservancy.Analyzing and studying some key techniques,this paper gives many good ideas and ways to solve difficulties.The effect of these techniques,which are applied to the practical design and development,is also illustrated. |
