| Abstract: | This paper discusses the research of public science and technology undertaken by foreign academics. Then we integrate and build on this research by commenting on their studies from the following four perspectives: defining the theoretical basis and understanding of public science and technology, designing its institutional mechanism; its spillover and transfer and the relationship between public science and technology and innovation. Through the above illustrations we conclude that greater understanding of the foreign academic studies will provide guidance in reforming the current system here in China. |
