| 摘 要： | 随着我国经济体制转轨的推进和现代化进程的加快，农村社会养老问题日益突出，农民养老难问题可能成为社会动荡的导火索，直接影响着我国经济的可持续发展。而问题的关键在于认清政府在农村社会养老保险制度中的主体地位以及政府责任的重要性。只有明确了政府在农村养老保险中的主导作用，使之成为制度供给的主体，并以其主体地位来制定保障农村养老保险发展的法律规范，推行切实有效的政策措施，加大政府财政资金的投入力度，强化其对农村养老保险的监控管理，才能促进农村养老保险事业的健康、快速、持续发展。

| Abstract: | Along with the advancement of economic system＇s shunt and the modernlization, social care for the aged in countryside is becoming prominent day by day and it will possibly become the fuse resulting in social turbulence , directly threatening the Chinese sustainable development of economy. The key to the solution is to as- certain the magistral position of government in insurance system. As the magistral role, the government should set down legal norm. , promote effective measures, invest heavily and control and manage more impellingly so as to ensure the healthy and rapid development of countryside old - age insurance. |
