| Abstract: | Medium-size and smal-size enterprises (MS enterprise for short) play an essential role in national economy. As a result, further reforms in MS enterprises, especially in state-owned MS enterprises, which are supposed to be the new economic growth point, are the key to the success of restructuring national industries, during the period of the Tenth Five-Year Plan .The paper explains three aspects on developing MS enterprises, namely necessity, methods, problems and their solutions. |
