| 摘 要： | 面对社会转型加速期社会领域的深刻变化，特别是变动中新的社会结构和社会组织方式，民政部门必须适应时代需要，完成自身角色与职能的转变，以更好地为社会成员提供高水平的社会福利和服务。北京市民政局以“大民政”理念为指导，探索创建城乡一体化的民政事业格局、适度普惠的民生福利格局、便捷高效的公共服务格局、共建共治的社会治理格局，向全力保障民生、改善民生、发展民生、让人民群众共享改革发展成果的方向努力。

| Abstract: | Facing the profound change in the field of social structure and the social organization way, the civil social transformation acceleration period, especial the new affairs administration department must meet the needs of time, complete its own role and function transformation change, so as to still better give the high lever social welfare and service to the social members. Taking the ＇ big civil administration＇ idea as the guidance, Beijing Civil Affairs Bureau is exploring and setting up an integration of urban and rural areas of the civil administration career pattern, a moderately universe people＇ s benefit pattern;a convenient and high-efficient public service pattern, a co-building and co-administrating social management pattern, and working hard in the direction of safeguarding the people＇ s livelihood, improving the people＇ s livelihood, developing the the result of reform and development. people＇s livelihood, so that lets the people co-enjoy |
