| 摘 要： | 治国之要，在审时度势，统御全局。执政之要，在善谋方略，举纲张目。党的十五届五胄全会审视国际国内形势，以科学发展观统领经济社会发展全局，提出了建设创新型国家的发展方略。面对经济全球化和新科技革命的挑战，如何把我国建设成为既顺应时代要求又符合我国当前国情的创新型国家，成为摆在我们面前的一个重大课题。

| Abstract: | The key of running a state is to make sure the situation and controls the whole nation.The key of being in power is good at making strategy.Our party earnestly analyzing the international and internal situation in the fifth medium plenary meetings of 15 sessions of Party,and using the view of scientific development to commands the development of economic and society and put forward the development strategy of constructing innovation nation.Facing the challenge with the new science and technology revolution and the globalization of economic,how to build our country into a innovation country which not only comply with the requirement of the time but also to fit our country's present reality becomes a great subject faced to us.This article wants to have a initial study about the questions which need be pay attention in the course of foundation of our country's innovation system under our country's present reality. |
