| 摘 要： | 在西部大开发过程中．我们会面临环境、人才、市场等问题,只有制定相应的法律,以此建立完善的环境保护、人才培养、市场机制制度,才能有力地保障西部开发战略目标得以实现。美国对西部和南部边疆开发中的立法经验值得借鉴。

| Abstract: | In the course of developing Western China we are confr on ted with such problems as environment, personnel and market. Therefore relevant laws must be made to ensure that perfect mechanism shall be established for envi ronment protection, personnel development, market system, and that the strategic goal of developing Western China is achieved. And the U.S. experience in develo ping it western and southern frontiers is worth learning. |
