| 摘 要： | 资金短缺是欠发达地区发展经济面临的主要瓶颈。为此，要突出重点，加强招商引资工作，努力打造招商引资的“洼地”，灵活运用各种招商引资的方法，动员区域内一切力量为招商引资服务，促进外商投资方式和投资领域多元化。要研究和掌握国际通行的BOT操作规程，充分了解各国贷款条件，鼓励使用国外租赁信贷，拓宽利用外资的渠道。还要增强当地资本的生成机制，提高当地资本的积累能力。

| Abstract: | The shortage of funds is the main bottleneck confronte d by the underdeveloped areas in developing its economy. Therefore in raising mon ey, greatest stress must be placed on key points, strengthening the invitation o f foreign businessmen and investments, making great efforts to create investment hot spots, making flexible use of various means of inviting outside investments , mobilizing all the forces for the purpose of inviting investments and diversif ying investment channels and areas. Secondly, we also have to study and master t he international BOT operation rules, thoroughly understand the terms for a loan in other countries and encourage the use of foreign leasing credit. Thirdly, we should strengthen the generative mechanism of local capital and improve the loc al ability to accumulate capital. |
