| 摘 要： | 政策网络将公共政策理解为国家与不同利益集团之间基于资源依赖关系的动态互补过程，克服了以往公共政策研究中完全理性和集权的缺陷，弱化了权威和制度在公共政策执行中的作用，增加了结构因素对公共政策的影响。在政策网络中，存在学习机制、隐性契约机制和博弈协调机制等内部动力演化机制。在这三种机制的推动下，政策网络对政策效果发挥着重大影响，特别是学习机制（包括行为学习、价值学习和规范学习）对提高公共政策执行效率有直接影响。
