| 摘 要： | 目的/意义]随着中美关系日趋严峻,中国提出的“健康丝绸之路”倡议引起了美国智库的关注。分析美国智库对该倡议关注的重点内容,是把握美国未来关于该倡议决策发展方向的基础,有助于中国顺利推动该倡议的共建进程。方法/过程]选取9家美国智库的16篇代表性文献作为样本。美国智库认为,中国提出“健康丝绸之路”倡议的主要意图包括扩充或延续“一带一路”倡议,扩大在倡议沿线国家和地区的利益。美国智库判断,中国正在寻求全球领导者的地位,通过改变叙事等方式提升该倡议在沿线国家和地区影响力。结果/结论]美国智库对于中国推动“健康丝绸之路”建设的正面评价较少,这可能对该倡议的共建构成阻碍。对此,中国应完善对外卫生援助制度,构建中国叙事,发挥中国智库的咨政作用,同时聚焦与倡议沿线国家务实合作、尝试与美国在倡议沿线国家开展基建领域合作,助力该倡议高质量、可持续发展。

| Abstract: | Purpose/Significance]With the increasingly severe China-US relationship,China proposed the"Silk Road of Health"initiative,which has attracted the attention of American think tanks.Analysing the focus of American think tanks on the initiative,is the basis of knowing the American government future development directions on this issue,which is advantageous for China to smooth the procedure of"Silk Road of Health"initiative.Method/Process]16 representative research results from 9 American think tanks are selected as samples.According to these American think tanks,China`s major strategic intention is to expand the"Belt and Road"initiative or make it continue developing,and expand China's interests of countries and regions along the"Silk Road of Health"initiative.And the American think tanks judged that China is seeking the status of a global leader,and enhance the impact of the"Silk Road of Health"initiative by changing the narratives in the countries and regions along.Result/Conclusion]American think tanks have less positive comments on China's promotion of the"Silk Road of Health"initiative,which may hinder the Co-construction process of the initiative.In this regard,China should improve its foreign health assistance system,construct the Chinese narrative,let the Chinese think tanks effectively provide consultancy service in policy-making,and focus on practical cooperation with the countries along,attempt to cooperate with the United States on infrastructure construction projects through the initiative,so as to promote the high-quality and sustainable development of the"Silk Road of Health"initiative. |
